After its legislature passed some of the most protective and detailed regulations for horizontal hydraulic fracturing in the country, shale drilling in the state is still a ways off, and that is frustrating industry and landowners alike. The Illinois DNR is developing the rules necessary to implement the new regulations and the rules  may not be available for public comment until this fall, with drilling not expected to begin until the spring.
