This article from Saturday’s New York Times  reflects the current state of confusion and range of reactions of small employers to the employer “shared responsibility” (“play or pay”) penalty under the Affordable Care Act.  One of the employers interviewed correctly identifies that the often-cited “solution” of making most or all employees part-time – to avoid the penalty for not offering all full-time employees affordable health insurance – can negatively affect recruiting and retention.  Another employer claims the Affordable Care Act has already made health coverage for her employees more affordable.  What I find most telling is the article’s last quote from a small employer, who puts the cost of health insurance for employees into his business perspective.
