McDonald Hopkins is pleased to announce the addition of Carissa Siebeneck Anderson as Counsel in the Mergers and Acquisitions and Government Contracting and Procurement Practice Groups. Carissa brings over a decade of extensive knowledge of government contracts law, corporate law, and regulatory compliance.

Carissa shared that McDonald Hopkins’ culture and collaboration were key factors in her decision to join.

“I was drawn to McDonald Hopkins because of the people,” Carissa said. “I was impressed by their professionalism, competence, and approachability. I also appreciate that McDonald Hopkins is a Midwest-based firm that serves clients across the country while maintaining a welcoming and hard-working culture.”

Carissa specializes in guiding clients through the full lifecycle of their interests, including compliance counseling, transactions with government contracting implications, and litigation and administrative proceedings such as bid protests and government investigations. Her practice also includes assisting clients with facility security clearance processes, ensuring they meet the requirements to perform classified federal government work.

Her work has included contributing to amicus briefs filed with the U.S. Supreme Court on issues related to constitutional, Native American, Alaska Native, and procurement law.

“I love working with business owners at all stages of growth.  Learning the ropes of government contracting regulations can be especially overwhelming for small businesses, so it is rewarding to be able to help small business owners get started and manage growth in the government contracting industry. I also feel privileged to work with entities owned by Native American Tribes and Alaska Native Corporations, which benefit Native peoples throughout the United States,” she added.

Earlier in her career, she served in the U.S. Intelligence Community where she contributed to post-9/11 strategy development. She also worked for local government, investigating human rights violations and mediating employment discrimination disputes.

Christal Contini, Vice Chair of the Business Law Department and Chair of the firm's Mergers and Acquisitions Practice Group, said she’s thrilled to have Carissa on board and looking forward to her bright future at McDonald Hopkins.

“Carissa’s diverse background, spanning both public and private sectors, enables her to provide insightful and pragmatic advice to clients. Her addition reflects the firm’s commitment to expanding its services and expertise in both M&A and government contracting and procurement,” Christal noted.

Carissa earned her J.D. from Georgetown University Law Center, her Master of Public Administration from the University of Georgia, and her Bachelor of Arts from Marymount Manhattan College. She represents clients nationwide, working remotely from Missouri for McDonald Hopkins’ Baltimore office.
